Since its inception, the Shepherd Society has been governed by a local board of directors. These nine permanent trustees oversee the work of the Shepherd Society, and represent various professions and denominations.

Chairman and Director of the Shepherd Society, Pastor of the East Jerusalem Baptist Church, Dean of Students at the Bethlehem Bible College.
- Dr. Bishara Awad
Founder and President of the Bethlehem Bible College.
- Munther Isaac
Professor and Deputy Academic Dean of the Bethlehem Bible College, Ph.D. candidate at the Oxford Center for Mission Studies.
- Reverend Nihad Salman
Professor at the Bethlehem Bible College and pastor of Immanuel Evangelical Church in Bethlehem.
- Jamal Ateeq
Finance Manager of the Bethlehem Bible College.
- Reverend Atallah Esawi
Professor at the Bethlehem Bible College.
- Arlette Flefel
Housewife and Master's student in Ministry at Bethlehem Bible College.
- Johnny Shahwan
Director of Beit Al-Liqa', a Christian Community Center.
